International browsing after cap on IS

I got capped round about the 10th. After the cap international sites still seemed to respond, but very slow, often giving a timeout or it only like load partialy. But that I expected.

Yesterday afternoon I accidently opened an international link from my book marks and to my surprise it opened. Not very fast, but without any hassels. I browsed some more sites and I can compaire it with when I was still connected via modem a month ago.

Right now I'm running a torrant and I'm getting DL speed of about 2-4kB. I am amaized, since I'm suppose to be capped.

I have an open browse account from openweb, but at the moment the open router is not running and proxy is disabled in my browser. International sites seem to be going better than with open browse enabled. Don't really like open browse. Only run the router when I need to browse internationaly. Just a personal prefarance. Can't really explain why. Next month I want to go with just a normal IS account and use webafrica prepaid as a backup when I need it.

Is this the norm for a capped IS acount or am I just lucky at this time.
 
I can can also browse some international sites when I'm sitting at 10 GIGs+ on my 2 + 30 GIG account. Mostly they time out, but some actually load. Next month I rather get OpenBrowse account.
 
AFAIK, there is some shared "pipe". So, if you are alone on the pipe at some point, you get it all to yerself!
 
Well i'm capped on IS, and international is a no-go. Guess you just got lucky
