International or local call?

If I call somebody who is holidaying in SA from germany on his german cellphone (+49... number), is that an international call for me or a local call?

I think it will be an international call if you dial +49 because your call will be routed to Germany first and then back to SA via the roaming services of the Networks.

If he calls you he will pay local rate plus a small premium. But if you call him you will pay international rate for the call to Germany and he will pay international rate for routing the call to SA plus a premium to use the local network.

Cheaper if he gets a pre pay sim card locally.
