Internet acting up, HELP MWEB

I have been on mweb uncapped 384kbps(now 1 mbps) for 10 months now and it has never performed like it should i have tolerated it for now but now im really angry, The most speed i have expirenced is 0.5mbps on a really really good day but on average its 0.2-0.3 surley this is not normal right?
Speedtest. My ping is pretty good but my download speed is horrible,my upload speed is better then my download speed half the time http://www.speedtest.net/result/2758253891.png
