How will the replacement in windows 10 differs from the present internet explorer?
 
Why does it concern you so much? Project Spartan is coming along nicely, and certainly looks very modern. Even if it's not to your liking, you have a broad array of third party web browsers to choose from anyway.
 
Where is project Spartan full on browser.
I could only find the app version, in the Windows 10 Technical preview. Has limited settings to play with.
Is the full-blown browser available yet for testing

A web browser is an app, and no, the final version is obviously still coming. Spartan doesn't even have an icon yet.
 
Project Spartan was built as a pure standards based browser. It doesn't have all the bulk of Internet Explorer that has legacy support for all document versions going back to 5.5. They have also thrown out ActiveX that has been the cause of many of the security flaws in internet explorer. From what I've read, they are looking at a JavaScript based model for extensions - similar to that in Chrome.
By running Project Spartan as a standard app, it will run under various sandboxing and limited access that should reduce the attack surface.
