Can I send fax using Internet broadband connection? Win Fax is not giving proper results most of the times.

Most of the programmes available for Efax are US based and may not work in India. TNT is not accepting fax attachment .

Any e mail service provides in built fax sending facility?

Winfax requires a normal modem to send faxes. You can still connect one to your adsl line but, like with a telephone, you will need a filter.
