Internet slow in Flora cliffe area?

Hey guys,
Quick question, running a 512k fibre express uncapped line. For the last four/five months, I've been getting speeds of of 400-450 KB/s from a paid newserver. Tonight I'm only reaching 40-50 KB/s ? Also getting a few drops.
Html downloads stretch from 90-400 ... so might this be some port shaping?

Anyone else experiencing this?

Yeah.
Yesterday I was going full speed.

Checked at users.isdsl ... full access.
Also running a ping to is, the drops show every 10 mins or so
