Internet speed and Load shedding

Can load shedding lead to slow internet speeds? Over the weekend I did a speed test during load shedding. Usually our upload is on average about 160MB upload and 190MB download.
However, the test showed only 46MB upload and 60MB download. I'm with Vumatel and my ISP is Vox.
