interpeting huawei rssi?

so if i poke any command at the huawei E5776s-32 dongle it starts sending data among that the RSSI wich is of intrest but how do i interpet it
its not in dBi
or i would have the loudest signal in the world lol

numbers coming in are 7 11 12 how does one translate this into dBi or know higher or lower better?

MDMA is not working with it just factory resets

0 = -113dB or less
1 = -111dB
2 = -109db
...
31 = -51dB

Basically, yes. 13RSSI = -87dB in your example
