Not necessarily. Its often a case of someone with the potential to be great comes along and finds themselves so far below the level of everyone that is doping, be that mechanical or otherwise.
So if they want to carry on in the sport they have to do what everyone else is, its a pretty vicious cycle(badum-tishhh)
