What's the best IP wireless camera to buy and where?

I don't want something to expensive, something with nice quality and I can view from my phone...

Not sure what you want to achieve. I use an app 3g baby monitor (http://www.babymonitor3g.com/). Use an old iphone as the camera and then monitor via iphone/ipad/mac to monitor.
