iPad 3- Full 3G no Internet

Hi guys!
My iPad is giving me issues, I have full 3G on Vodacom, yet it will take 15-20min to open a page on safari? I've tried everything! Could it be the iPad that's faulty? It's been ongoing for about 2-3 months.. The problem is I use it at school, and If I don't have Internet it's a problem..

It gets stuck like that, so it loads a bit and then stops

Reset the network settings. Reboot the device and see if that sorts it out?

hold down power and home button together until the apple logo appears. This is called a hard re-boot. Check also that your APN setting is correct.

It seems to be a problem with cellular providers at the moment. It's occurring on a variety of devices regardless of strength of connection.
