iPad Charger for Samsung S3 ?

Should be OK, the theory is the phone should only draw the current it requires.

Not quite the same, but I regularly charge my S2 on my iPhone changer.

Voltage should be standard (5V) since its runs via a USB interface.

It shouldn't harm the battery. The USB port on the S3 will only draw current at a certain rate. The amperage of the charger won't change that, it just indicates the maximum current it can provide.

Correct.

With a custom kernel you can bump the s3 charging current to 1300mA

Nope, just supplies current at a lower rate than the iPad charger would. Which is natural, given the massive disparity in battery sizes between the two.

I use my ipad charger on every device...

Its only bad if you try charging a 1A phone with a 500ma charger....either the touchscreen dont work well or the charger goes bust
