So it's almost two years old without a format - seems to have slowed down when swiping photos, apps closing etc and guessing ti needs to be formatted.

What is the easiest way to start fresh?

Backup and then a restore. If you want to you can dl the latest iOS before hand and save time that way.

Need to do the same with [-]mine[/-]the missus' iPad...

Assuming it can be done via iTunes?

And assuming you backup, then wipe (factory reset) the iPad, then restore the backup?

It can be done via iTunes but tbh I find manually dl the os easier.
 
What's your storage situation on the Ipad itself looking like. I had similar issues with only a few Mb's of storage available. It seems that the IPad don't like being so full. The sluggishness reduced/disappeared when I cleaned about 1Gb of space.
 
How do I manually download?

iTunes keeps stopping at 50% with unknown error 9006
