Will an iPad Mini with cellular and wifi work back in SA? Would it need to be unlocked first?

If you buy it from an apple store without a carrier subsidy it won't need to be unlocked. LTE in USA works on a different frequency so LTE won't be supported, same as with iPhone 5.

As far as I know there's only 1 iPad mini GSM model worldwide the A145 as mentioned above so it has all LTE and 3G radios for working worldwide. As I have it they mostly also sell the iPads locked to a network and this also goes for the Apple store, wallmart etc. Locked iPad is no problem, you can easally get it unlocked for around R350. I unlocked a iPhone earlyer this year using www.officialiphoneunlock.co.uk there's less expensive options availible, but a lot of them scam people, take their money and do nothing. These guys are 29 UK pounds to unlock a AT&T iPhone/iPad and it takes a couple of days.
