Ipad setup

It seems Apple may have made their sign up protocols more difficult. My Ipad is setup to a US account, but now I have to setup a friend of mine's Ipad. It seems that it does not want to accept the address. Any tips?

Set them up for a kenyan account with a sa creditcard. Theyll have access to almost all of the apps but not movies.
