Iphone 3G S setup help

I am trying to set the phone up acquired locally from Vodacom.
Initial instructions say to insert a Sim card with no pin which I did.
I cant get any Vodacom service and it still scrolls in all of the languages saying emergency calls only.

Does this phone require a 64k or higher SIM?
We are currently using a 32k SIM.
