World phone simply means it can support GSM/CDMA radio, not that it is unlocked for use on any network.
@OP: If you buy from the Apple UK Store, then it will be unlocked. Don't buy from a network carrier such as Vodafone, Orange, O2 etc. as these are locked to the carrier. Prices start from 499 pound for the 16GB 4S.
so if i went to spain and bought a 4S would it just work here or not?

Ok thanks man so does that mean that an iPhone 4S that you buy from an Apple store in any country will work here?
No it doesn't. Check the link I posted above and that will tell youOnly the ones which don't have a tick under "Locked to network carrier"
ok so i looked and it says that all the carriers in the UK lock their phones. is it hard to get them or for me to unlock it?

Yes. It will work. I buy all my iPhones unlocked at the apple stores in th UK and use them with my O2 and Vodacom SIMs.
I have never bought a phone it the UK that does not work in ZA.
