Was surprised to see another beta on iOS 9 seeing that iOS 10 beta is a around the corner.
Any recommendations for a speedcam app
Have you tried Waze?
Not in a very very long time, does it have both mobile and fixed camera points?
It caters for both. Depends if its been reported but generally quite accurate.
We've got a substantial number of SA users so it keeps things updated. It's also easy to push an update if its not on the map yet.
But Waze Rapes battery. GPS is permanently active when it's installed.

About location precision or accuracy

It always has access to location but GPS is not active all the time. It is the same access that Apple Reminders uses for location-based reminders. (Incidentally I've switched from Apple Notes to Google Keep specifically so that I can use location-services and it is Aces!)
I havent noticed a significant difference in battery usage whilst it is not running but I'm sure there will be a minor battery impact. Note I also have background app refresh switched off completely on my phone. You'd need to consider the value proposition of the features against this and decide what is best for you.
