Rashid after 96 matches - 6.44
Rabada after 64 matches - 8.27
Rashid is an anomaly though. Seriously good, and doesn't have to bowl death overs.
Not saying Rabada's economy is good (for comparison, Bumrah is 7.39) but 8.27 isn't outrageous. He does have to work at it though. Cummins, Nortje, Boult all have economies above 8.

I'd say it's all relative. In times when teams are regularly breaching the 200 run mark, going for just over 8 an over can be seen as doing a decent job. Besides, in T20, wickets are key. If I had the choice between a bowler going for 6 an over but wicketless versus a bowler going for 8 an over but picking up 3 or 4 sticks, I'd probably choose the latter.

Hmm T20 is a weird one. In some cases losing a slow scoring batter could well be best for the batting side if a hard hitting batsman comes in next. But like you said, it's all relative.
