iPod Touch and wifi sync?

Does Apple release it's iOS version for every device at the same time - and do each have the same features?

I thought about something that'd be quite cool :

Currently I have an iPod Classic that lives in the car and every month or two I take it out to create a new playlist. If the iPod Touch has iOS 5 and wifi syncing - my playlist will be updates automatically when I park at home?

Automatic WiFi syncing only happens when it is plugged in to a power source

But the iPod would charge in the car ... maybe it'll work
