Is Afrihost's uncapped shapped during the day?

My downloads (from Easynews) with the Newsleecher client are normally around 404KB/s, but I've only used the account at night and have never checked what the performance is like during the day on week days. I've noticed today that I'm maxing at only 45KB/s. Is this normal? Is the account shaped during the day on week days? Btw, I haven't even reached the 30G when then speed starts getting limited.
I've left a support request which Afrihost promises to attend to within 57 mins. It's been over 2 hours and haven't heard anything. I guess its the WC thing!
 
Of course they would shape these kind of mass downloading traffic during the day. Afrihost and all the other ISP's that offer cheap uncapped can only provide a best effort service, unlike the expensive business uncapped accounts.

See the difference after 6pm. or is that 7pm?

Doesn't come as a surprise though...after my experiences with Axxess' SAIX Local...during the day on week days it would go as low as 3KB/s
