Is anyone having issues on SAIX?

I get time-outs and pages don't load completely as they should.

Using the cache.saix.net port: 8080 proxy it's fine?

I know Telkom is siax and IS is internet solutions, but do they use different line or...

They are two different networks, in layman's terms

So what I want to know is WHY can we browse with the proxy but intermittently without it... ?
Telkom blamed international bandwidth before, but their proxy uses the same pipe surely? I downloaded from an international site at 10k/s without cache but 50k/s with cache...
