Is bandwidth a finite resource?

Not necessarily.
This all depends on inter-ISP peering agreements.
Some ISP's split the costs of a peering link, and let as much traffic go as possible.

Some other ISP's have a transit agreement.
ie: if one ISP transfers more incoming traffic over the link than the other, they are charged for the difference.

Example:
ISP A and ISP B have a 155mbit peering link.
ISP A downloaded 300GB from ISP B over the Link
ISP B downloaded 600GB from ISP A over the Link.
600-300=300
This means that ISP B has to pay for 300GB worth of traffic to ISP A.
and the opposite is true.
 
yeah it varies, who knows what wbs have, but fact is other than companies smart enough to own thier own major pipe or have clever agreements most pay per GB or TB
 
I'd like to just add to this pile of bollocks...
There is a limit on the amount of data you can push through a link.

"Bandwidth - A measure of the capacity of data that can be moved between two points in a given period of time." Why you guys are going on about 600gb of data I don't know. Bandwidth equates more to the speed of the link.

If ISP has 1mbit of bandwidth, i.e a 1mbit link then the max amount of data you can push through the link is roughly 302 gb.
 
question in the same vein:

how much power (electricity) is used by a CPU to process data?

answer: none, it's near impossible to convert electricity to information - that's why your 140 watt Intel P4 EE creates 139.9 watts of heat.

same solution: you can't quantify the flow of information to a limit, especially when it can be redundantly copied on a network of computers.
