Is double billing the norm?

Hi guys from the US of A.

I remember when cellphones were on their way into SA, there was talk of the receiver of a call getting billed for answering his/her phone whilst the caller is getting billed for his/her call too, is this the case or was it something that was discussed but a better solution came up?

The reason I asked the above question is that I just found out that my prepaid service provider here takes off my free minutes then money as soon as I answer my phone. So we have the person calling me getting charged by their network and I am charged for connecting the call and talking to the other person. I am told that because of my service plan, this is what happens but should I have taken another more expensive plan, I would have gotten unlimited everything. At the moment I am paying $35 a month with Virgin Mobile and receive 300 talk mins and unlimited messaging and internet data.

Because my minutes are up and my credit with Virgin is now all but gone, I don't answer my phone when calls come in as I refuse to habe to listen to spam bots and pay them too to talk to me about how the FBI want me to get security for my home because of some crooks running amok.
