Is ftp shaped on iFsck?

Trying to get a 25MB file from UUNET's ftp server, 3k/s .. mostly it's a speed between Connection Timed Out and 2k/s..

That might be the remote computer. I know ftp.openbsd.org does that. AFAIK ftp is not shaped unless you're capped. I get full speed from /some/ servers.
Try a test from ftp.planetmirror.com or ftp.is.co.za and see what speeds you get.

Seems to be UUnet-iBurps connection/peering.

I was able to get somebody to download the same file and host it, and he's able to download it at a higher speed.

Yes, I see that the iBurst network is not at full kink today. Actually, I have the graphs to show it since I was busy testing somethign else

I downloaded from the uunet FTP server last night at 120KB/s and then the next file I tried from there to get was coming down at 3KB/s so maybe something with UUNET...

Yes they do: Usually we (CTN) are piggybacking on Vodacom's (SAIX) network, however they were experiencing Intl. issues,so we (CTN) seem to be back on Verizon's network.
