Is it possible to "split" your router?

Is it possible to "split" your router in parts and essentially have one part that recieves less download speed? For example, one "part" would receive 2mbps of a 10mbps line and the other "part" 8mbps - a self throttle if you would. Thanks for your time.
 
A router with advanced management features can throttle, shape and cap the guest wifi. Perhaps that could do the job for you?
 
Check if your router has QOS (quality of service) if it does you can define the bandwidth allocated to each user , if not then check the tomato website and see if there is a version for your router and flash it with tomato software

Thanks for the reply. May you name one with such capabilities? And would it be able to manually select speed?
