moving to the conrwall hill estate, is it true that your limited to very slow adsl because the exchange cant handle all the 4meg lines?

Well your distance from the DSLAM is a major factor and keep in mind its not line of sight but how the cable runs.

In this case the pirates are spoilt teenage boys of rich families who need to have the fastest internet connection.

It could be that the back-haul cannot handle that many 4Mb ADSL lines, to they impose a limit on how many are available.
