Can anyone confirm for me if Skype connects on IS Local Only accounts?

On SAIX Local Only it does

It usually does. Remember that if Skype cannot log in directly to it's server, it uses p2p using whatever route it can, to reach it (this is why Skype almost always uses a lot of bandwidth even if you're doing nothing).
