Is Namibia local?

Well any usage works thorwards your cap, although only international gets capped. So if you arent capped it doesnt matter if you skype from america or from next door.
 
The skype service is located in the US so for all intents and purposes if your international traffic is throttled you are stuffed. As far as Namibia concerned, it isn't a province of South Africa and is International.
 
No idea. I think that there is the odd chance that the Namibian user is actually using a Teklom provided point of presence.

But - you can get the details by: ask that user for their IP Address when they're logged on. Write it down.

Goto http://ip.ludost.net/ , type in za (Our country code) in the first"Input a list of ISO country codes" textbox.
Scroll to the bottom and click on submit query.

The site returns a list of all the ip address ranges used by the country za (us.).
If you find the IP (in the range) in the list, then chances are that Teklom is also treating that address as local.
