Are there proxies I can use on my IS 30GB local account to get international http access?

Sometimes there are, they usually don't stay around for long and have quite high latency. For example, there is one at the moment that is open, but which has a latency of 400 ms (that is just to the local server) which isn't too bad I guess. I'm not using it, I found it at www.xroxy.com and pinged it ;)

The legality of using such "open proxies", however, is questionable.
