Is Telkom reducing connection speed for uncapped adsl?

Client 4Mb/s is now synching at 2Mb/s. I was under the impression that throttling was the ambit of the TelkomInternet not Telkomza or is this just an exchange problem?

Having the same problem.
They reset my port and still nothing, came out could not find anthing and charged me for it. So still stuck at 2mb
