Is Telkom's network redundant?

I notice that when work is carried out on Telkom's backbone e.g. the ESR repair at Barrack St over the weekend, that ADSL goes down.

This is both surprising and worrying as I would have expected a backup circuit to take over the load when a router goes down.

Can anyone shed light on this?

PS Is it my paranoia or are we getting more and more network failures?
