Ola,

We have been without a phone line at home for about 6 weeks now.

We've reported it thrice. The first times we received SMSes notifying us that the fault has been closed.

We had a lady techie rock up about two weeks ago, but she left when it started raining.

We've even laid a compaint with ICASA.

What the @#$% do we have to do in order to get a bludy line up and running?! Voice and data is down.

Can anyone suggest an alternative course of action, please?

I'm in a similar situation to you, albeit not for quite so long.

Line was working famously the last 8-10 months, then 3 weeks ago just dead. Logged a call, Telkom took 2 weeks to come out but last Wednesday line was up again.
When I say up I had dialtone at least, but lots of crackling on the line and unable to sustain an ADSL connection. Logged another call, got notification it was fixed on Friday.
Got home, was able to connect on & off and downloads hovering around 6kbps through the evening. Woke up Sat morning line was completely dead again.

Logged another call on Sat. Technician came out yesterday, got a sms around 13h00 that issue was resolved. Happy happy, but when I got home the line was still completely dead.
So I called them again last evening, held on for 52 fscking cellphone minutes before I got through and started screaming at the lady on the other end.
I know not her fault and everything but come on how patient must one be? Asked her to re-open the fault and escalate to mangement in the hope that this can be solved.

So yeah ..

Just report it every day and dont mention ADSL (you nead your line fixed if you mention ADSL it confuses them two different sections in telkom )
If you get technical it confuses the hell out of them
 
We've also had the on-off BS, for months now.

It is impossible to log more than fault on one line at a time.

That's a bit of a Bitch when you have intermittent voice, noise on the line, dead ADSL and then dead voice.

I farkn loathe this c*ntinent.

Yeah they are pretty much useless, though occasionally you will get someone who knows what he\she is doing\saying and then you get this feeling (its as if you won the lottery)

So I suggest keep trying till you get someone who knows what they're doing though, Just like I keep playing the lotto, hoping that one day comes.

If you report the phone 3 times after they have closed the fault it escalates to the ops manager
And just realize who you are talking to when you report your phone it is just a call center ( not a technical boffin )
 
But call center's are supposed to hire technical 'boffin's' in order to deal with technical issues.

What they paying their support staff you can see yourself as lucky having someone who understand English though
