Is this a legal installation?

New owner of next door has had an outside geyser installed. Aside from the fact that it is hideous and is overlooking my front door, is that wire trailing up through the roof even legal? We are in a 4-house cluster complex. I am one of the owners. We have complained about this geyser before and guy promised he would build it shut but to date has done nothing. 20151209_172253.jpg
 
The placement of the geyser is legal from a mounting point of view, but the body corporate should have given approval first.
Ask the BC where is the written approval for it to be mounted there, and why were you not consulted?
That wiring is definitely NOT legal though.
 
Even though its legal it looks bad, should cover it up.

I would have put it in that 45 degree angle upright.
 
Placement is legal (as long as the BC has approved in writing).

The wiring is not legal by any stretch of the imagination.
