There is damage to the PCB, and likely to the traces, you could probably bridge the traces with soldering wires. from what i can gather it is a pcb power relay switch.Could likely be fixed, finding someone able to do it is entirely another story.
It's difficult to see exactly how bad the damage is. Use an old toothbrush and some acetone to clean that component. That will at least show whether the damage is only the component, or if it goes deeper.
Also, the larger issue may be what caused this component to go. There might be a larger, underlying issue.
remove the cap & cleanup with isopropyl alcohol.
if the cap is shorted then it might have blown any onboard fuses. If its open circuit then you have other issues as it looks to be a smoothing cap so the card 'should' work even if the cap is blown
