Is it legal for the municipality to make a statement regarding billing on their official FB page and website, then rescind their decision secretly, and delete the posts so you can't prove what they said?

No, subsection 1.3 of the Municipal Promises Act of 2025 makes it illegal for municipalities to delete social media posts and change decisions.

We have several different towns that fall under the municipality jurisdiction. One gets water from a dam, one gets water from an underground scheme, one gets water from a spring. The dam is below 40% and they have been charging everyone 'drought' tariffs based on the dam level including the two towns that do not get water from the dam.
When they implemented the tariffs the notification specifically excluded said towns from the tariffs, but since then said notice has vanished and everyone is being charged the drought tariff irrespective of the fact that we can all save water till the cows come home and it won't affect the dam levels at all.
I am ignoring the fact that the tariffs ARE NOT inline with the current water act, and that there are essentially no water restrictions in place (they do have the most seriously pathetic restrictions like don't water driveways or wash cars, no real restrictions) which the municipality ignore anyway.
Basically the entire thing is not about saving water and entirely about the fact that the municipality was not given permission to raise water tariffs above the allowed increase and it is a money-making scheme. In addition the only reason the dam is even empty is because there was a massive leak for months that was ignored until residents complaints and queries about the mystery of the disappearing water forced them to admit to and fix the leak.
Funnily enough the change in heart about towns who don't receive the dam water coincided with the bill to repair the pipe.
