Is this normal for a 384 kbps line?

That is the closest you will get to a perfect score on an 384 line.

So, NO, it is not normal!! It will probably drop back to the 36-40 range in future!
 
You're lucky to even get speeds like that. Max theoretical speed would be 48kB/s, while you're getting 45kB/s. I know that the minimum speed telkom can give without violating their terms and conditions is 256kbps (about 25kB/s) downlink on a 384kbps line. That's what I used to get before I upgraded to 4Mbit. Now I get roughly 3100-4000 kbps (380-500 kB/s). It's been dropping steadily recently (3200kbps at the moment), and I dunno why, but I plan to find out.
