Is USB Type C compatible with hardware only having USB 3?

Is the new USB Type C compatible with hardware only having USB 2 / ports?
For example, my camera has a mini USB port. Can I connect it to a USB type C port?

If you have the right cable yes.
 
Yes and no. You will be able to transfer data at standard USB2.0 speeds, but will not be capable of charging the device at the 100W/20V capability of the standard. It will basically be a glorified MicroUSB cable.
