Issue wit my PC

So today I finally put my first PC together but I've got a bit of a problem

When I boot the PC up the CPU temp starts at 44 degrees Celsius! It's an i3 4160 with the standard heatsink and the case was fully open. When I put my hand over the CPU fan I don't feel any kind of wind even though it's spinning.

I can't properly troubleshoot since I'm still waiting for the hard drive to arrive from Takelot.

So is my CPU bad or is this normal?

Your PC is fine. The BIOS temp usually is higher than the actual temperature.
 
Stock CPU fans push the air down so you won't be able to feel it, did you use the stock thermal paste or an aftermarket one?

PS: what are your load temperatures?
 
Yes, it's fine.
Those stock coolers aren't amazing.

I was going to say what Rickster posted about the cooler pushing and not pulling so you won't feel it.
Did you apply thermal paste?
 
Doesn't sound awful, but definitely seems a bit on the warm side for an i3 imo. I would expect it to be around 30 degrees idle, but I'm not really familiar with the i3 chips.

EDIT: Also depends a lot on the ambient temperature, what's the weather like there?

Joburg summer so it's about 30 degrees. Maybe I should get better thermal paste?
 
Core i3, stock heatsink, it's a Haswell chip... 44 degrees inside the BIOS is perfectly normal on a hot summer day. You're fine.
 
Sorry no picture yet but I'll try my best to explain what I'm worried about:

Okay so my power supply is at the bottom of the case and about 8 cm above it is my GPU which had to be installed upside down. So both the GPU and PSU fans are facing each other and are very close. Above the GPU I have my system fan which blows out the back but my CPU heatsink is extremely close at a 90 degree angle. So the GPU and PSU are basically sharing air and the system and CPU fans are sharing air. Since they're all sucking in the same air will it cause any of them to actually heat up as they have less air? The only things I can do to help is to maybe put the system fan in front of the case. For the PSU I'll have to turn it upside down so it sucks air from under the case which is around 5cm above the floor.

Sorry if it's hard to understand but I'll try and post picures.
 
PSU's usually blow the hot air out the back of the case, are you sure your's is set up correctly? You can also leave the PC on in the BIOS for a while just to make sure the temperature doesn't increase. If it stays constant then you are probably ok.

The air flow with stock coolers is definitely not ideal, but it is good enough for the heat load the components generate. That CPU won't cause a lot of heat, and I assume your GPU is not an extreme OC edition either, so it's ok. Even if the air in the case is a bit warmer, it still cools a lot because it is forced over the coolers at high speed.

Once your PC is complete you can run some benchmark tests to monitor the temperatures, and see if there is something to worry about.
