Its i possible to create a appleid for the USA or UK region without a credit card for those zones?

Yup you can. You'll need a US address though (folk normally use a McDonalds address or something like that), and to purchase stuff through the store you'll need to buy vouchers from places like Wildtwigg.

when i try and do it and i select none as payment deatil i get a msg to complete my registration trough itunes customer care

Yup I believe they are starting to use IP blocking use an application like tunnelbear to mask you ip and try again

Well so far I have only bought apps... haven't tried music or vids. I'm pretty sure you can though as I heard about this trick from people who do buy that stuff.
