It's just a series of sound bytes. It's the same tack which Telkom use to defend thier position and make it sound like they are making a difference.

Lets isolate the quote :

Anyways, I would like to see her replaced with someone productive & about 20 years younger too.

Easy for her to pass the buck - she has been in that position since the beginning & hasn't achieved much, she allowed Telkomonopoly to be privatised with no effective competition in place.

We pay them to stuff up and keep fumbling around. Hopefully Ivy gets more enthusiasm for the Telecoms sector this year, cos goodness knows so far it's been one long holiday.

Ummmm, one should actually just employ people who are fit for the job, no?
