One of our sister companies are developing there transactional systems in Java, and we might integrate with them if all goes well, so I think java will be better.

I think you need to look at it from a practical level. Just because your sister companies are developing transactional systems in Java, does not guarantee you easier integration (I would hope that by "integration" you don't mean direct database access, but either webservices, messaging or some form of ETL). You can achieve any type of integration with PHP or Ruby or anything else. In most cases Java "lends" itself to overcomplicate - consultants will immediately sell you an ESB or messaging gateway when you mention integration.

Don't forget about staff costs - Java developers are super expensive!

The level of "miserable" pretty much applies to anything new one starts without the practical skills on the floor. I still think that upskilling internally from PHP to Java without solid mentoring via a senior resource will result in massive failure down the road. As most know, just having the skill to properly tune a JVM and garbage collection is a skill (and obviously needs to go hand-in-hand with the way the solution was architected). I personally find Java easier to scale (both vertically and horizontally).
