For the clear screwups Steenhuisen has been a part of, his department was arguably a lot worse before he took over.

They haven't manufactured a single FMD vaccine in 20 years. At least now they make some. Improvements are clearly happening.

Yeah, he hasn't showered himself in glory, but the stuff he is being blamed for now are arguably not because of him. He just hasn't necessarily done things the way he should have, or the way people wanted (even though those ways would make the whole thing even more complicated)
