I would guess it was an automated system, and someone with half a brain saw them and had a shytefit.

The JRA circus that is Jeppestown has constant ongoing problems that just get worse and worse....
1) Pervasive and brazen theft of anything that is metal. All manhole covers, pipes, robots, signange, street lights are fair game and are removed en masse.
There are entire intersections where ALL the robots have been cut down and removed. The effect on traffic is to create a nightmare situation.
2) Electricity cables are also being stolen en masse. Same robots cut down above also have their power cables stripped out.
Sub-stations are broken into every few months on a regular schedule. Lengths of cable are ripped out of the sub-stations or pulled down from overhead.
Every time this happens power surges do about R15 to R20K damage to our business.
3) Potholes in the roads are unattended to for years and years. Holes which we reported years ago are now dongas.
Business are cutting their own trenches across and alongside roads to lay their own (illegal) power cables.
These never get filled in with tarmac. They also just degrade over the years.
There is no point to reporting anything in this suburb. It is just completely ignored.
We have even tried contacting the Councillors. They do some work the first few months, and then go on extended leave the rest of their tenure in office.
