I got a prepaid sim card, had it RICA'd and all, issue is there was phone number given for the sim card. I sent a please call me to my other phone and received an 11 digit number instead of 10. When I tried calling the number it actually went to someone elses phone . Did I miss something?

after you've RICA'd the sim you insert the sim into the phone and then your number SHOULD be sms'd to you

Phone customer care, see what they say.

Never heard of a 11 digit phone number, but anything is possible.

There are no numbers allocated to SIM cards anymore AFAIK, once you activate the SIM a number gets allocated to the SIM so not sure how you were given a number unless the person who RICA'ed it also activated it for you.

There is a bug with 061 and 060 number on all 4 networks that allows you to add any number after the last number to make it 11 or more and it will go through.

MTN number for example 060321225600000000 will be the same as 0603212256

Its a bug with the 06 numbers. I did call a number like this 060333552200000000000000000 befor eand it worked. The funny part was when I got my itemised billing from cellc where that number actually showed up like that on my bill and completely messed up the layout of the cellc bill.
