Click the Date Modified tab first then shift-click the Name tab to get the current list ordered in Date but still with the folders listed at the top.
^^ Was for Windows 8.1, but should work for 10.
I found that this works:
Make sure you have Folder name included as a column first, then sort by the Folder name. Now hold shift and then click on the Name column and it should sort Asc/Desc accordingly while keeping the folders at the top.
