Kirkwood (Eastern Cape) ADSL problems

[Hectic]

The last 3 weeks:

Slow browsing during office hours for the last 3 weeks. Local and international.
Page not opening or messages that the page might have moved. Local and international. ie trying to open My Broadband will have me staring at this for 3 minutes "waiting for www8.effectivemeasure.net"
Pictures and videos for Facebook does not load.
Web pages does not show "graphic layout, but rather text mode"

Example:



Youtube videos suddenly stop playing and stats show 0% traffic (480p). Restarting the video does not work at all and then 10 minutes later it would work perfectly
Severe lagging in PS3 games.

Most of the time speed tests and trace routes test 100%

The last few days:
Basically the same as above, but almost no service between 16:00 and 22:00.
Very high pings. 300ms > for local and 700ms for international.
Http download and upload speeds rubish (< 10kB/s)

Phone line: 042 230 xxxx
ADSL line speed: 4Mbps
ISP: Telkom Internet uncapped - 4Mbps
Time: Business hours till 22:00
Sync speed: 4096/512
