DA MP says it is only the Western Cape which has paid off its debts

Yesterday the heath portfolio committee was informed that the National Health Laboratory Service (NHLS) is owed R1 billion by eight of the nine provinces for services it has provided to them. Only the Democratic Alliance's administration in the Western Cape is up to date on its payments.

This is the second year in a row that the NHLS has had to cope with such enormous unpaid bills, and it is yet another indication of the collapse of most provincial health departments' financial management capacity.

Were the NHLS to become insolvent and no longer able to operate, a critical part of the health service would be lost. The NHLS is responsible for testing samples for diseases, infections and other problems. For example:

* It tests CD4 counts and viral loads for patients with HIV.
* It tests for bacteria in water to determine whether it is drinkable.
* It tests for swine flu, rift valley fever and for any other epidemics that might strike South Africa at any time.

Failing and demanding more money...

ANC Youth League president Julius Malema wants Finance Minister Pravin Gordhan to allocate R1-billion to the newly formed National Youth Development Agency.

Now if memory serves me right, that was exactly the same amount of money that was given to the ANC Youth League’s Umsobomvu when it was formed, and it has nothing to show for it.

I am strong supporter for youth development, but what exactly are we developing here if we are not funding young entrepreneurs? Potbellies maybe?

Malema told youth league supporters at the weekend that he was unhappy about Gordhan’s failure “to allocate anything” to the NYDA during his announcement of his mini-budget to parliament last week.

The youth league leader was speaking at the organisation’s 65th anniversary celebration rally in Mthatha, Eastern Cape, with President Jacob Zuma in attendance.

Its spokesman Floyd Shivambu said: “He (Malema) called on the minister to prioritise youth development and understand that the NYDA is currently the primary channel to advocate for and mainstream youth development in all spheres of society,” Shivambu said.

Since the NYDA was launched in June after the merger of the Umsobomvu youth fund and the nine provincial youth commissions, what is it that the youth league will do differently with the new R1-billion this time around?

The youth league couldn’t even explain what happened with the monies Umsobomvu mismanaged. I smell a rat. Me thinks the new entity was formed so Umsobomvu leadership could get off the hook.

Now the new entity will do exactly the same thing, since it’s the same people. The big question is, is the current administration stupid enough to give the new entity money?

Time will tell.
