The problem is that so little has been done on the farms that were expropriated so far, by the people who took possession, with no real interest in farming, with the added problem of not enough government funding for projects on these newly acquired farms. Mostly, the government does not want to spend money "taking" farms. They are, like mugabe, criminals.
The government tries to hide it's corruption and flaws, by insisting that all SA Africans want their piece of land. Yes, people do want land...to sell for the money they really want. The majority are not interested in farming. It's merely a way to get money.
Like with the RDP housing, there will be those who manage to get a whole bunch of properties, instead of just the one. Also, family members complicate the issue, whereby a large family will end up with many pieces of land. This will not help population development much. The problem will never disappear.
The government knows it won't work either, so they are coming up with various options. Obviously, all the options will favor the already rich, in the alliance. The people on the ground, will not all see their "piece of land". There simply is not enough arable land to give every African in SA a farm.
