I live in Universitas-Ridge but also have my ADSL access via the LHP exchange. Last year, early November I too had connection problems, also experienced timeouts, high pings etc. I logged a fault via Telkom's twitter account and demanded that they send a technician to checkout my port at the exchange.
He eventually moved me from one imax dslam to another as my port at the time had a software problem which he couldn't rectify. So your best bet is to log a fault (preferably via their Twitter account) and get a technician to checkout your port on the DSLAM. It's not to say it's definitely your port on the DSLAM, but I'm willing to bet money that your port is also suffering from the same symptoms I had last year.
